As we conclude another productive week at the State House, I'm pleased to share updates on our legislative activities, focusing on the House Education, House Healthcare, and House Judiciary Committees.


Weekly Recap

House Education Committee

This week, the House Education Committee engaged in several key discussions:

  • H.54 - An Act Relating to Cell Phone-Free Schools: On January 29, 2025, Representative Angela Arsenault introduced H.54, proposing the establishment of cell phone-free environments in schools. Highlighting its potential impact on student’s mental health and social emotional wellbeing, as well as student focus and academic performance. Legislative Counsel Beth St. James provided a comprehensive walk-through of the bill through a legal lens.
  • Special Education and Act 173 Updates: The committee received insights from Mary Lundeen, Executive Director of the Vermont Council of Special Education Administrators, and her colleagues. They discussed current challenges and progress in special education, emphasizing the implementation of Act 173, which aims to enhance support for students with diverse learning needs.
  • Foundation Formula - Best Practices: In a joint hearing with the House Ways and Means Committee on January 30, 2025, experts from the Education Commission of the States, EdFund, and American Institutes for Research shared best practices on education funding formulas. The session provided a comparative analysis of funding strategies to ensure equitable resource distribution across Vermont's schools.
  • Education Transformation Funding Details: On January 31, 2025, Secretary Zoie Saunders and Interim Deputy Secretary Jill Briggs Campbell from the Agency of Education presented detailed information on the proposed education transformation funding. They outlined policy priorities focusing on fair, predictable, and transparent funding, emphasizing the need for an evidence-based per-pupil funding formula. The proposal includes adjustments to target additional resources for students with special needs and aims to simplify the school governance system to enhance educational quality.

House Healthcare Committee

The House Healthcare Committee spent the week reviewing proposals aimed at addressing Vermont's ongoing healthcare challenges. Key topics included the state's primary care system, with a focus on Medicaid reimbursement rates and the financial viability of independent practices. Lawmakers also examined mental health crisis services and workforce shortages in the healthcare sector, exploring policy solutions to enhance recruitment and retention efforts across the state.

House Judiciary Committee

The House Judiciary Committee worked on several initiatives related to public safety and criminal justice reform. The committee reviewed proposals addressing corrections and prison oversight, looking at ways to improve staffing levels and rehabilitation programs. Additionally, lawmakers heard testimony regarding judicial caseloads and court backlogs, considering potential legislative actions to streamline the legal process and improve access to justice for Vermonters.


Week in Review

The House Education Committee's sessions this week were instrumental in advancing our understanding of critical educational issues. The introduction of H.54 sparked meaningful discussions on the role of technology in learning environments. Engagements with special education leaders underscored our commitment to supporting all students, while the joint hearing on funding formulas highlighted the importance of equitable financial strategies in education. The detailed presentation on education transformation funding provided a clear roadmap for future policy considerations.

Additionally, the House Healthcare and House Judiciary Committees made important progress in addressing key concerns, including improving mental health crisis services, tackling healthcare workforce shortages, and working toward judicial efficiency and corrections reform.


Eyes Up: Looking Ahead

Next week, the House Education Committee has a comprehensive agenda:

  • H.129 - An Act Relating to the State Aid for School Construction Program: The committee will conduct a walk-through of H.129, focusing on revitalizing the State Aid for School Construction Program to address aging infrastructure and ensure safe learning environments for our students.
  • H.37 - An Act Relating to the Consolidation of Vermont’s School Districts: Representative James Harrison will introduce H.37, proposing the consolidation of Vermont’s school districts to align with career and technical education service regions. The discussion will explore potential benefits, including streamlined administration and enhanced educational opportunities.
  • Education Transformation Funding Details: Follow-up discussions with Secretary Zoie Saunders and Interim Deputy Secretary Jill Briggs Campbell from the Agency of Education will delve into strategies for effectively allocating resources to support innovative educational models and improve student outcomes.
  • Education Governance in Vermont: The committee will examine considerations and impressions of the Agency of Education's proposals on education governance. Testimonies from key stakeholders, including members of the Vermont State Board of Education, will inform these discussions.
  • Education Finance Testimony: A joint hearing with the House Ways and Means Committee will be held to discuss considerations and principles of education finance. Representatives from various educational associations and school boards will provide their perspectives.
  • Budget Requests: Testimonies from post-secondary education institutions, including the University of Vermont and the Vermont State Colleges System, will be heard to understand their budgetary needs and priorities.

These sessions aim to deepen our understanding and guide our legislative actions to enhance Vermont's educational landscape.
